Centre to earmark Rs 500 Cr. for Arunachal’s development :Rijiju
MECHUKA, Nov 7: The development is expected to take a leap in Arunachal Pradesh as Centre will earmark Rs.500 crore to the State to speed up developmental activities.
This was informed by Union Minister of State for Home Kiren Rijiju at the inaugural function of the Adventure@Mechukha, which got off to a flying start on the bank of river Yagyapsu here on Monday.
Rijiju said that political instability over the last one and half years retarded the pace of development. He asserted that the people will witness a new dawn of development within two years in Arunachal Pradesh.
Mesmerized by the pristine beauty of Mechukha valley, Minister of State for Information & Broadcasting Col. Rajyavardhan Rathore said that the area has got all potentials to be included in the tourism map of the country.
The union minister said Mechukha has enough potential to become one of the most sought after tourist destinations in the country.
To promote Mechukha as tourist hub, Rathore suggested for improving communication, like introduction of passenger air bus, documentary film depicting its beauty and rich culture etc. He said that the Ministry of Information and Broadcasting will be eager to look into that aspect.
Earlier, Rijiju also underscored the tourism potentials of Mechukha.
Rathore presented a motorbike to Mechukha Police Station on behalf of "Halo Society" Itanagar and released the festival calendar amid cheers and applauses.
MP Ninong Ering said that Look East Policy of the Centre should be followed in letter and spirit.
Dwelling at length on the background on the Adventure Festival, local MLA and Parliamentary Secretary Passang Dorjee Sona said that tourism can be a big industry in a place, like Mechukha, where big industries cannot come up due to tough terrain. A holistic approach is needed in this direction, he said, and appealed all whosoever were present to act as an ambassador for promotion of Mechukha as a place of adventure tourism.
MLA Jarker Gamlin and APEDA Chairman were also present on the occasion.
The cultural night was enthralled by the performances of famous Bollywood playback singer and music director Adnan Sani and local singer Liduk Padu.
Rich varieties of traditional folksongs and dances were presented by troupes from Monks of Dong Ningluk CHAM, Ramo, Memba, Aaya, Bo Aao, Bokar, Tato, AMSU, Donyi Polo and Tagin cultural troupes.

Govt puts order on NDTV India on hold: Cong hails it as “victory of truth”
New Delhi, Nov 7: The Information and Broadcasting Ministry has decided to "put on hold" the order to impose a one day ban on the Hindi channel NDTV India, after the broadcaster requested that the decision be reviewed.
Officials said that the decision has been put on hold till the time the appeal is disposed of.
According to officials sources, NDTV co-chairman Prannoy Roy today met Information and Broadcasting Minister M Venkaiah Naidu and discussed the issue related to the order.
"Roy sought a review of the decision and said that till such time the order should be put on hold," a senior official said.
Congress today hailed as "victory of truth" after government put on hold its order to put NDTV India off-air for a day, and said a "fascist" BJP has finally buckled under the combined might of the media, which it described as foot soldiers of public opinion.
Congress chief spokesperson Randeep Surjewala said it is also a lesson for the Modi government that the pen always wins over the mighty.
"A fascist BJP has finally buckled under the combined might of the foot soldiers of public opinion i.e media.
"There is a lesson it for Modi Govt - Pen always wins over the mighty sitting over a high pedestal, not on account of brute power but because of innate belief in truth. Satyamev Jayate," he said.
Surjewala also said that Modi has put off its decision after "losing" its image and after facing flak from various quarters over the decision, which faced stiff opposition.
The I&B ministry had on November 2 ordered that Hindi channel NDTV India be taken off air for a day concluding that it had violated the guidelines in its coverage of the Pathankot terror attack. PTI
NSS team from Arunachal to participate in Pre-Republic day parade at Kolkata
ITANAGAR, Nov 7: 13 NSS volunteers and a programme officer from the state would be participating in Pre- Republic Day Parade Camp to be held at Salt Lake Kolkata from November 10 to 18 next. Pre-republic day camp is organised to select promising volunteers to participate in Republic Day at New Delhi every year.
This year team Arunachal is led by Nich Menia, Programme Officer-cum- Assistant professor of Geography, Dera Natung Govt. College, Itanagar. Team Arunachal comprises of NSS volunteers from different schools and colleges of the state who were selected by state level selection committee.
Volunteers participating in the camp are Roshan Chetry, Tara Dakpe, Anita Sonar, RakheYagam and MihinYapi from Dera Natung Government College; Pill Yal, Jumpa Bagra, Metu Dada, Suju Givi Basumatary and Ngangwang Kakho from Don Bosco College and Arun Ram Chiary and Kai Rakshap from Govt Higher Secondary School, Doimukh.
‘Reporters Without Borders’ condemns NDTV ban
ITANAGAR, Nov 7: Reporters Without Borders/ Reporters Sans Frontieres (RSF) today condemned an order by the Indian government suspending the news channel NDTV for 24 hours over its coverage of an attack on a military base in January. The press freedom organization called on the authorities to stop using national security as a pretext for silencing the media.
Since June, the Indian government has had the power to issue closure orders of up to 30 days without authorization by a judge. NDTV has been ordered off the air for 24 hours from midnight on 9 November.
The order was issued by the inter-ministerial committee of the ministry of information and broadcasting, which said the channel disclosed"strategically-sensitive details" about the Pathankot air force base when it was attacked by terrorists suspected to be from Pakistan.
The order, published two days ago, said the channel's report included details of fighter aircraft, munitions stores, rocket-launchers, mortars, helicopters and fuel tanks which was likely to be used by the terrorists themselves or their handlers and "had the potential to cause massive harm not only to the national security, but also to lives of civilians and defence personnel."
Seven Indian soldiers were killed in the attack.
The committee also said the channel had breached the code that bans live coverage of anti-terrorist operations by security forces.
"This penalty is a deterrent not only to the channel, but also to all news organizations whose editorial line may not meet the authorities' approval," said Benjamin Ismäil, head of RSF's Asia-Pacific desk.
"By forcing the channel to suspend programmes temporarily, the government knows that it is inflicting a financial penalty without requiring the payment of a fine. At the same time, it is making the public aware of the punishment.
"The response is disproportionate and we call for the penalty to be cancelled. The closure of a news organization, even temporarily, should be not be imposed by anyone other than a judge, at the risk of compromising freedom of the press as guaranteed under the Indian constitution. The 1994 regulations relating to cable operators must be reformed."
NDTV responded the same day, asserting that its coverage of the incident was similar to that of other news outlets and condemned the fact that it was singled out for punishment.
Television channels have previously been ordered off the air by the Indian government but this was the first time that a temporary suspension had been imposed under the rules on the coverage of terrorism, which have been in effect since last year.
India is ranked 133rd in the World Press Freedom Index compiled by RSF.
Govt Middle School gets whiteboards
ITANAGAR, Nov 7: The school authorities of Government Middle School, Pacha have bought 7 numbers of whiteboard with a total cost of Rs. 35,000 to replace the school's old black boards.
The school's Headmaster Chopa Tallang also donated Rs. 15,000 for the board as the school's funds were insufficient.
The school's authority has in a release further appealed to the state government to address various issues confronting the government schools such as lack of adequate funds to acquire basic items like whiteboard, library, good numbers of furniture, classroom dock etc.
Quiz competition as part of APP's raising day celebration
ITANAGAR, Nov 7: District Police, Papum Pare conducted a quiz competition as part of APP's 44th Raising Day celebration on November 8.
The quiz competition was held on some important subjects, like IPC, CrPC, Evidence Act and other laws and general knowledge, which was conducted by Papum Pare SP Tumme Amo at Yupia on Monday.
Five police teams from Balijan, Doimukh, Kimin, Sagalee police stations and Crime Branch, Yupia took part in the quiz competition.
The Balijan team emerged the best team in IPC,CrPC and general knowledge and also came first in aggregate with 76 marks and Crime Brance, Yupia team emerged best team in Evidence Act and other laws and came second in overall.
The district police is also organising a painting competition among the students of secondary schools in all police stations under Papum Pare (rural) district on the topic "Our environment and global warming".
The winners of quiz and painting competition will be awarded cash prizes and commendation certificates by SP, Yupia on the occasion of APP Raising Day.
Galo ennam workshops organized
ITANAGAR, Nov 7: The Galo Language Development Committee (GLDC) under the aegis of Galo Welfare Society (GWS) organised workshop cum awareness programme on 'Galoo Ennam' at JNC Pasighat and Nari with the objective of promoting Galo Language in the schools as third language in Galo inhabitated areas on November 5 and 6 last. GLDC has been organizing series of such workshops since 2008 after the State Government decided to introduce local languages as the third language in the State.
Addressing the gathering of students, faculty members and senior members at JN college Pasighat and at Nari, Chairman GLDC Dr Takop Zirdo shared that the 'Galo ennam' has been developed through persistent effort of GLDC under the aegis of GWS since last 16 years and is now proving to be one of the most important element in preserving the Galo language and culture.
"Galo ennam has made it possible the two dictums of 'write as you speak' and 'speak as you write' thereby minimizing the distortions of actual pronunciation and intended meaning with other scripts," he said.
Referring to Galo ennam as one of the most scientific script, GLDC member Marken Kadu informed the gathering that it can be used in electronic devices like handsets, computers etc., thereby leveraging the user to communicate very easily and comfortably in present times of digital age.
He urged the participants to visit GLDC website galoscript.com to learn and clear the doubts.
Another GLDC member Pugii Kambu stressed on the need for research and documentation of the priceless age old customs and traditions, especially by the youths using Galo ennam.

Likha Pon Foundation (LPF) launched
ITANAGAR, Nov 7: Commemorating the contribution of social worker Likha Pon in establishment of Miya village and development of the 16-Yachuli assembly constituency on his 25th death anniversary, a charitable welfare NGO with nomenclature Likha Pon Foundation (LPF) was officially launched amidst huge gathering at Miya village under Lower Subansiri district.
Considered as an unsung hero of the Nyishi belt, Pon is known to be an efficient statesman, a visionary with ethical bliss, social worker and an avid nature lover. He was also instrumental in creation of 16-Yachuli Assembly constituency and promoting modern education in the region.
LPF aims at promoting education, health, women empowerment, handicrafts and handlooms and sports in the region and beyond. It also aims in promoting and preserving culture and tradition, agri-horti activities and medicinal plants, and conservation of nature and wildlife.
Speaking at the event Parliamentary Secretary for Disaster Management Nikh Kamin urged all to contribute in their own way in carrying forward the legacy left behind by Pon. He also urged the gathering to assist the newly launched NGO whenever possible.
Former Home minister Neelam Taram said that Pon in his lifetime has rigorously worked towards abolition of money culture during election for development of the constituency. Also urging the LPF to lead by example, Taram suggested them to establish a museum dedicated to Pon so that younger generation can remember him and take his lead.
LPF chairman, Likha Togu while outlining his vision for the NGO informed that they will try to establish a school in the region and a community hall. He added that the idea of forming the NGO was conceptualized after people of the region expressed their willingness to carry forward Pon's legacy.
Under secretary Education Likha Tejji and Pistana-Deed circle officer Dakli Gara also attended the programme. Former ZPC of Lower Subansiri district Likha Tongum and businessman Likha Maj also spoke on the occasion.
Some of Pon's prominent contribution towards the local populace of the area was implementation of drinking water supply project of Kugitago, Toti, Tom and Miya villages, and introduction of horticultural activity in the region by cultivating first apple orchard at Nemchi Putu in Miya village.
During his life time, Pon had served as head gaon burah in 70's and was nominated as the first member of village council of undivided Kugitago, Sito, Ambam and Belo panchayat under NEFA in 1969 till the introduction of Panchayat Raj System and continued up to 1974. He was also elected unopposed twice as Anchal Samiti Member in 1981-86 of undivided Kugitago and Sito panchayat.
Earlier, social service was also conducted at Miya to Bikh village. A booklet on Pon's biography was also released including lying of LPF's foundation stone.
College day of Govt Model Degree College, Roing celebrated

First edition of 'The Patkai' released
ITANAGAR, Nov 7: The first edition of a social magazine entitled 'The Patkai' was released by Tirap Changlang Longding and Namsai Students Union (TCLNSU), Rajiv Gandhi University in a glittering function at a city hotel, Naharlagun recently.
Speaking on the occasion, Parliamentary Secretary (Education) Bamang Felix asked the students to restrain from forming any groundless unions with no objectives. His speech also focused the enduring imbalance in both biodiversity and society.
In his address former minister James Lowangcha Wanglat encouraged the gathering to do their best in life. He particularly asked the students to improve the habits of reading influential books and helping others in deed.

Over 500 benefit from health camp
ITANAGAR, Nov 7: In all, 560 patients benefited from a free health camp conducted for the flood affected people of Mebo circle namely; Namsing, Gadum, Mer and Tengabari villages at Namsing PHC, East Siang on Sunday last. During the camp which was conducted by Dr. Nong Borang of General Hospital, Pasighat in memory of his father late Lima Borang, hepatitis screening test, ECG and lung function test were carried out on the patients.
Earlier, the camp was inaugurated by HGB, Yamut Perme in presence of MO Namsing, Dr. Oson Borang, ASM Namsing, Odakson Megu, Gram Chairperson Namsing village, Selendar Pertin and other public leaders of the area.
Fishing, hunting prohibited in Apatani plateau
ZIRO, Nov 7: The District Administration, in an order, has prohibited abstraction of forest resources, wanton hunting of wild animals, birds and fishing using explosive, chemicals and electric shocks in the rivers of Apatani plateau in a prohibitory order under section 133 Cr.P.C.
The order stated that the use of chemicals and explosives for fishing adversely effects the healthy growth of fish cum paddy culture as these chemicals seeps into the rivers which are the perennial source of irrigation.
Violators would be penalized under relevant law/act, the order said. DIPRO
Committee say yes to Ex MLAs pension enhance
ITANAGAR, Nov 7: Adhoc committee to examine the grievances of former legislator's welfare association (FLWA) of Arunachal Pradesh Legislative Assembly has considered enhancement of the pension amount of Ex MLAs from Rs 20,000 to Rs 100,000/- and medical allowance from Rs 5000/- to Rs 50,000/-. This was decided in its first sitting at Nokmey Namati Hall of Legislative assembly secretariat on Monday.
The committee was presided over by its chairman Tamiyo Taga, minister for industries, textiles and handicrafts and cooperation.
IGGC, Tezu gets NAAC's B++ Grade
ITANAGAR, Nov 7: Indira Gandhi Government College, Tezu, Lohit district has been awarded with B++ Grade by National Assessment & Accreditation Council, Bangalore (NAAC), the assessment and accreditation body under the University Grants Commission.
Earlier, a peer team headed by Vice-Chancellor, MG Kashi Vidyapeeth, Varanasi, Professor P. Nag, Professor N. Panchanatham of Annamalai University and Dr. A. Gogoi of Duliajan College assessed the college during their visit in Oct last.
The college was awarded B+ earlier in 2007 by the NAAC.

ITANAGAR, Nov 7: Fashion Designer and social-worker Nabam Akaa has showcased her modern ethnic fusion tribal wear for both men and women at the North East Festival which was held in New Delhi recently.
Nagaland supermodel and former Mister India International, Opang Jamir and television actor Sumit Vats were the showstopper on the occasion.
Earlier, this year Nabam Akaa had launched her label 'Akaa Creations' and opened up a boutique at Naharlagun. Akaa has also showcased her collections at the London Fashion Week- 2015, Northeast India Fashion Week -2015 and Colors of Northeast Mumbai -2016 etc.

ITANAGAR, Nov 07: Donyi-Polo BEd College organized a two days orientation programme on stress management with themes "Success without stress" and "Stress management strategies" on November 5 and 6. Speaking about stress and its management techniques, Professor Arindam Chakraborty, Department of Management, RGU opined that all the stresses are not bad.
To pinpoint his perception about stress management, he said: "If there were no stress for clearing examinations by the students, there would have been a dearth of human resources today".
"Students excel in their performances due to stress for achievements".
"The problem is in controlling and coping with the stress factors", said the management guru while answering to a volley of quarries from the student trainees of the college.
"Stress is a disease over the psycho-somatic plane, if it has overpowered the person. But if it is properly controlled and utilized then stress is not a disease but can be a means for achieving success in one's life," he said.
A similar programme was also organized the previous day on the theme "Success without Stress" in collaboration with Brahma Kumaris of Itanagar branch, wherein both Brahma Kumaris, Geeta from Mount Abu and Dr. J Sahoo, Dean and HoD, Deptt. of Education, RGU presented their deliberations respectively as resource persons on the key theme.
Earlier, Dr. T. Kumbang, Principal of the College delivered the keynote address.
Awareness prog on disaster management at Arzoo
ANINI, Nov 7: A mass awareness programme on disaster management and preparedness was organised at Arzoo by the Dibang Valley district administration. It was attended by the general public and students of various schools of the circle.
Speaking as resource person, CO Oyam Saring dwelt on common disasters prevalent in the district and how one can protect oneself during such disasters.
Videos and demonstrations on safety measures during disasters were also shown to the attendees.

DEE stresses need for conducting sensitization progs.on natural disasters
NAMSAI, Nov 7: Director Elementary Education, Tapi Gao has emphasized the need for conducting more sensitization programmes on natural disasters like earthquake in every educational institution of the state.
He was addressing a three-day long sensitization-cum-awareness programme on natural disasters being organized by the Arunachal University of Studies under the sponsorship of Ministry of Earth Sciences, GoI, New Delhi at Arunachal University of Studies, here on Monday.
Gao also highlighted the importance of constructing earthquake resistant houses.

Don Bosco college week begins
ITANAGAR, Nov 7: The college week at Don Bosco College, Jollang began today with the theme 'To be the Best among Equals.' Students have been divided into four groups; Panther, Griffin, Castor and Wolves.
Addressing the students during its inaugural session, Principal Dr Fr R K Guangdiat Nicholas exhorted the students to participate in the spirit of Charity and not to take pride in winning and not to be disheartened by defeat.

Clarification:
All Arunachal Pradesh Agriculture Field Staff Association (AAPAFSA) has clarified that the BLEW nomenclature has already been changed to 'Agriculture Field Assistant (AFA)'.
AAPAFSA gave this clarification reacting to a news item under heading "Agriculture field staff urged to shoulder responsibilities", which was published on November 6 edition of this daily, wherein the District Agriculture Officer said that there were 65 BLEWs (field worker) in East Siang district.

Increase pay band
Dear Editor,
In the department of supply and transport, the pay grade for Labour Supervisor, Mechanic, Store hand, Gate keeper and Computer Operator are yet to be increased.
We are writing this letter as we wanted to raise the inequality done to us. Pay grade of other government employees have been increased except us even though we all fall in the same pay band i.e Rs 1900. Their pay grade was increased from Rs 1900 to Rs 2400 but our pay grade is still the same i.e Rs 1900.
So, we would like to request our state government to increase our pay grade. The difference in the pay grade may seem less but they mean a huge deal for us. And please don’t ignore this message; try imagining yourself in our position. Please try to understand we are facing lots of trouble educating our children and to secure the basic necessities of life.
Therefore, it’s our humble request to appropriate authority of the State Government
and CoSAAP to upgrade the current pay scale-
